Positioning

Architecture turns policy into a system that works.

Government does not fail at digital delivery because the technology is hard. It fails when legislation, policy intent, security obligation, and delivery reality are held by four different people who never share a document.

I hold all four. As Portfolio Digital Architect for the Government of Alberta, I set architectural direction across five ministries and translate statute and service need into architecture that teams can actually build against. My primary ministries are Affordability and Utilities, Energy and Minerals, and Indigenous Relations. I also support Treasury Board and Finance and Children and Family Services.

My work is deliberately close to delivery. I have taken an executive-priority system from requirements to production in six weeks, stood up new tribunal and case-management platforms on Alberta’s digital service platform, and shipped the AI playbooks and reference patterns that let other teams do the same thing without re-deriving the governance every time.

  • Architecture & governance

Portfolio and enterprise architecture, architecture review, decision records, trade-off analysis

  • Enterprise AI

AI delivery playbooks, RAG systems, Model Context Protocol knowledge services, AI-first governed delivery

  • Secure platform & integration

Protected B & C hosting, OpenShift, identity, API contracts, information-protection patterns

  • Public-sector delivery

Legislation-to-architecture translation, tribunal and case management, fixed-mandate launch dates

I work at the portfolio level, where the decisions are expensive to reverse.

What I own

What I own

Portfolio & Enterprise Architecture

Five ministries, one architectural direction. I am the primary architecture decision-maker for digital services in Affordability and Utilities, Energy and Minerals, and Indigenous Relations, and I also support Treasury Board and Finance and Children and Family Services.

  • Set and defend target-state architecture across a multi-ministry portfolio
  • Serve as primary architecture authority to executives, product owners, and security specialists
  • Translate legislation, policy, and service requirements into implementable architecture
  • Run architecture review forums, escalation paths, and decision-record discipline
  • Review vendor proposals, technical estimates, and build-vs-buy positions

Enterprise AI Architecture & Governance

AI is only useful in government if it is governable. My work makes AI-assisted delivery repeatable, auditable, and aligned to enterprise standards.

  • AI delivery playbook: enterprise asset enabling AI-assisted, governance-aligned delivery
  • AI toolkit: reusable AI enablers for delivery teams
  • Architecture knowledge service: Model Context Protocol service over architecture standards, deployed on ADSP
  • Retrieval assistant: RAG system giving the architecture practice instant retrieval over GoA policy and standards
  • Alberta AI Academy Levels 1 to 3 complete

Secure Platform & Integration Architecture

High-sensitivity environments do not tolerate late security thinking. I bring hosting, identity, and information-protection questions into the design before the first sprint.

  • Supporting work on Protected B & C secure hosting on OpenShift and secure integration patterns for sensitive systems
  • API contract design, platform-service integration, and role-based access across ministries
  • ADSP mono-repo shared components, reusable APIs, and standardized delivery patterns
  • Cloud-native architecture on Azure, with Azure DevOps as the delivery spine

Delivery Governance & Engineering Practice

Governance earns its place when it makes delivery faster.

  • GitHub Flow, merge queues, staging gates, QA approval, rollback-ready deployments
  • CI/CD and Git Flow standardization across platform teams
  • Dual-track agile and shared design-component adoption across projects
  • Mentorship of architects and developers; measurably faster onboarding
Measured outcomes

Legacy Modernization and Platform Evaluation

Architectural direction for systems that predate the current platform. Each engagement starts with a technical system overview and a pain-point analysis, then produces a recommended path and the architecture to execute it. Three run concurrently.

  • Tribunal system modernization: architectural direction, delivery planning, and modernization path evaluation
  • Legacy case system review: technical system overview and pain-point analysis, with support on a platform evaluation
  • Technology upgrade pilot, Energy and Minerals: I led the pilot that moved source control from TFS to GitHub Enterprise, work tracking to Azure Boards, and builds to YAML pipelines with PowerShell automation. It succeeded, and I now support the transition.

What I bring

Most architects arrive from one direction. I arrived from four.

  • Built before I governed: a decade of shipping production code across Angular, React Native, and PHP means my architecture diagrams survive contact with the people implementing them.
  • Delivery under mandate: I have held fixed political launch dates without trading away security, privacy, or governance posture. That is a different discipline from delivering fast.
  • AI in a regulated environment: RAG, MCP, and agentic workflows shipped inside government guardrails. Alberta AI Academy Levels 1 to 3 complete.
  • Legislation as an input: I read statute and policy as architectural constraints, the same way I read a latency budget.
  • Three-country delivery: Germany, India, and Canada; enterprise, agency, and public sector. Different failure modes, all of them instructive.
  • Governance that accelerates: SAFe practice from the Agilist, Advanced Scrum Master, and POPM programs, plus ITIL Foundation. I use process to remove friction.

Principles I design by

  • Make the secure path the easy path
  • Decide once, document the trade-off, move
  • Reusable beats bespoke at portfolio scale
  • AI must be auditable before it is impressive
  • Architecture that no team can implement is only a diagram

A personal note

A personal note

I am interested in the seam between systems that are designed and systems that are lived with.

Public services are the clearest example. A tribunal platform is architecture on one side of the screen and someone’s housing dispute on the other. That gap is where most digital government work quietly goes wrong, and it is the part I find genuinely worth doing well.

Outside the mandate work, I build the tooling that reduces the cognitive load of architecture itself: knowledge systems, playbooks, and AI agents that let a small practice behave like a large one. Two of those are open source: the Enterprise AI Framework and AEGIS. Some of that thinking ends up in writing.

Contact

Let’s design the governance before the system needs rescuing.

If you are standing up an enterprise or portfolio architecture practice, modernizing a regulated platform, or trying to make AI adoption survive an audit, that is the conversation I am most useful in.
